*** UPDATE @ 3:10 pm June 6th 2018: TRCCTB.COM reached out to the OSPCA regarding this issue, and a spokesperson responded with the following:

โ€This is an open investigation. An Ontario SPCA officer attended the property today, as part of the investigative process. When the officer attended, they did not find the dog to be in distress, as defined in the Ontario SPCA Act and the Ontario SPCA Act Standards of Care. We continue to work with the owner to educate and ensure that the dog receives the care it requires, as defined under the Ontario SPCA Act, the Province of Ontarioโ€™s animal cruelty legislation that officers of the Ontario SPCA are mandated to enforce. It is important to understand that the investigation of animal cruelty or neglect must follow proper and legal investigative procedures.โ€
