Massive Drug Bust by Toronto Police Service

(TORONTO, ON) – On Thursday, May 9, 2019, Superintendent Steven Watts and Inspector Don Belanger, of Organized Crime Enforcement – Drug Squad, held a news conference on Project Dos, an illegal drug distribution investigation.

The TPS Organized Crime Enforcement – Drug Squad has made multiple arrests along with large drug and cash seizures as part of Project Dos, a large-scale drug investigation.

People are associated to an illegal drug distribution network capable of generating profits in the tens of millions of dollars.

On Thursday, April 25, 2019, 29 search warrants were executed in Toronto, Vaughan, Kitchener, and Stoney Creek.

The following people were arrested and charged in relation to Project Dos:

Duc Duy Pham, 32, of Toronto, was charged with:

  1. Conspiracy to commit an indictable offence

Quoc Pham, 38, of Toronto, was charged with:

  1. Three counts of Possession for the Purpose of Trafficking a Schedule I Substance – Cocaine
  2. Possession of Proceeds over $5,000
  3. Conspiracy to Commit an indictable offence

Thi Thuy Van Nguyen, 33 of Toronto, was charged with:

  1. Three Possession for the Purpose of Trafficking a Schedule I Substance – Cocaine
  2. Possession of Proceeds over $5,000
  3. Conspiracy to Commit an indictable offence

Mario Palermo, 19, of Toronto, was charged with:

  1. Possession for the Purpose of Trafficking Schedule I Substance (Cocaine)
  2. Possession of Proceeds over $5,000
  3. Conspiracy to commit an Indicatable Offence – Traffic Cocaine

Ai He, 32, of Toronto, was charged with:

  1. Two counts of Possession of Cannabis For The Purpose Distribution
  2. Possession of Proceeds under $5,000
  3. Possession of Proceeds over $5,000

Hung Phi Nguyen, 34, of Stoney Creek, was charged with:

  1. Possession of a Schedule I Substance – Ketamine
  2. Possession of Proceeds of Crime over $5,000
  3. Fail to Comply with Recognizance

Ryan Yetman, 26, of Toronto, was charged with:

  1. Two counts of Possession for the Purposes of Trafficking a Schedule I Substance – Cocaine
  2. Possession of Proceeds of Crime under $5,000

Amanda King, 32, of Toronto, was charged with:

  1. Two counts of Possession for the Purposes of Trafficking a Schedule I Substance – Cocaine
  2. Possession of Proceeds of Crime under $5,000

Everyone is scheduled to appear in court at Old City Hall on Wednesday, June 12, 2019.

It is further alleged that Project Dos led to the discovery of the following:

  • Close to 29 kilograms of powder cocaine
  • 3,905 illegally grown marijuana plants
  • Close to 700 kilograms of ephedrine (a precursor for the production of crystal methamphetamine)
  • 20 kilograms of phenacetin (a substance used as a cutting agent in powder cocaine)
  • Smaller quantities of ketamine and crystal methamphetamine
  • $308,000 cash believed to be proceeds of illegal drug distribution
