OPP Arrest Attempted Murder Suspect

(THUNDER BAY, ON) โ€“ Appearing in a Thunder Bay bail court this morning was 26-year-old Cody Robert White of Tiny Township, Ontario. His Worship, visiting Justice of the Peace Munroe was presiding along with Crown Attorney VanKessel and duty counsel lawyer Golphy.

On July 14, 2019, at approximately 12:15 p.m., officers from the Thunder Bay Detachment of the Ontario Provincial Police (OPP) responded to a request to locate a vehicle that was west bound on Highway 11/17 from Schreiber.

Schreiber OPP had attempted to conduct a vehicle stop as investigation revealed that the vehicle was stolen from New Brunswick. The driver did not stop and fled from police.

Officers located the vehicle in the Municipality of Shuniah and attempted to stop the vehicle but the vehicle did not stop.

OPP Air Service (helicopter) assisted officers by following the vehicle and observed that the vehicle had pulled over onto Ivar Road, west of Shabaqua. The driver and lone occupant had exited the vehicle and entered the bush.

The Thunder Bay Police Service (TBPS) Canine Unit, OPP Canine Unit and Emergency Response Team (ERT) officers attended the scene to assist with searching for the driver. Subsequently, the driver was located and arrested.

Cody WHITE, 26 years of age, from Tiny Township, ON has been charged with the following Criminal Code (CC) offences;

  • Flight from Police contrary to section 320.17 CC (x 3),
  • Dangerous Operation contrary to section 320.13(1) CC,
  • Possession of Property Obtained by Crime Over $5000 contrary to section 354(1)(a) CC.

The Crown states that White is in a reverse-onus situation and that they intend to put him to that onus. A reverse-onus situation means that the accused will have to show the courts why they should be released. Further, the Crown states there are concerns on all three grounds regarding Whiteโ€™s release.

Primary ground concerns indicate that the Crown believes the liklihood of the accused to return to court is minimal. Secondary ground concerns indicate the Crown believes that the accused is likely to become a public safety concern or reoffend should they be released. Tertiary grounds indicate that the public may lose confidence in the justice system should the accused be released.

Further, the Crown states that White is currently wanted on a warrant out of Wasaga Beach regarding an attempted murder. Court hears that White has no connections to this region and is also wanted in Nova Scotia. The OPP will be transporting White back to Wasaga Beach for him to begin answering to the attempted murder charge after court is done today.

Duty counsel requests that Whiteโ€™s Thunder Bay charges be remanded until Monday by video. He is expected to appear in a Thunder Bay courtroom then by video from a southern Ontario facility.

OPP had put out a advisory not to pick up any hitchhikers yesterday. It is believed this is the man who was at the centre of that advisory.
