School Bus Ridership Sparks New Policy


Student Transportation Services of Thunder Bay (STSTB) develops and administers the provision of safe, efficient and cost effective transportation for eligible students of Lakehead District School Board, Thunder Bay Catholic District School Board and Conseil scolaire de district catholique des Aurores borรฉales. In an ongoing effort to address increasing costs while still providing safe, reliable transportation for eligible students, STSTB regularly evaluates existing routes, practices and policies to maximize efficiencies and minimize costs.


Rider counts conducted on multiple occasions this year has revealed that only 30% to 40% of students in senior grades across all three member school boards who are assigned to busing are actually riding the bus on a regular basis. Holding a spot on a school bus for students who do not require it is an inefficient use of limited transportation funds and therefore a new approach will be taken to ensure busing for eligible students in these grades is only provided for those who require it.

Starting with the 2018-2019 school year, students attending either senior elementary schools or secondary schools in Thunder Bay are required to register for school bus transportation. Students entering grades 7 and 8 at a Senior Elementary School and students entering all grades at any of the six high schools and who reside more than 1.6 km from their board-designated school can request school bus transportation at starting today. Applications must be received by April 30, 2018 in order to be included in preparing routes for next year.

Student Transportation Services of Thunder Bay is an inter-board transportation consortium formed in January 2008 through an agreement between Conseil scolaire de district catholique des Aurores borรฉales, Lakehead District School Board and Thunder Bay Catholic District School Board. The consortium provides daily transportation services to over 13,000 students on 186 school buses at 48 elementary, senior elementary and secondary schools through service contracts with two school bus operators. Our total service area covers 5,086 square kilometers with our contracted school buses travelling nearly 23,000 km every day.
